There was one option at the bottom called "Steam Input Per-Game Settings" which forces the game to reference Steam Controller settings and was "Forced On". I changed it to "Forced Off". There's a setting under Assetto Corsa > View & UI called "Steering wheel limit". Set it to 0 and now the virtual wheel matches the real one.
