They can be done in either order because of this, but DM will retain more mystery if you do it before OWB. So, to summarise, the DLCs, IMO, can/should be played in any of the following orders: HH > DM > OWB > LR (my personal favourite order) HH > OWB > DM > LR. DM > OWB > HH > LR.

Old World Blues adds a new map to explore. It's also got a large variety of hard level creatures. Best to save it for later on. Around level 20 or so. And Lonesome Road is kind of the ultimate of all the DLC's. It's the hardest and most story heavy by far. Don't go in till you're around level 35 for your first time.
They're absolutely worth playing, go for it! Yeah I think New Vegas DLC is the best overall compared to Fallout 4 and 3. IMHO, New Vegas has some of the most well-executed DLC of any games I have ever played, at least from a story perspective. Every one ties back to the base game and to the other DLC really well.
